NAYARIT vive del turismo.

Por su increíble belleza natural inversionistas turísticos lo identificaron como un lugar favorito para el desarrollo de sus proyectos, … fuente de empleo para muchos.

Al mismo tiempo, NAYARIT es un estado fallido.

Hasta ahora el gobierno del estado se ha resistido a insistir en que los desarrolladores turísticos asuman su Responsabilidad Social Empresarial (RSE).

Lo que se observaba en las acciones del gobierno estatal y muchos de los municipales fue la falta del pensamiento sistémico y transversal.

Buenas intenciones se “murieron” en el camino por falta de capacidad ejecutora. Prevalecían los autoelogios.

Para realizar la RESPONSABILIDAD SOCIAL EMPRESARIAL y para que el desarrollo turístico sea de verdad SOSTENIBLE, lo que se requiere es una macro- inversión inteligente en desarrollo social, cultural y económico, con educación para los pobladores en los pueblos aledaños a los proyectos, … especialmente dirigida a los jóvenes.

En la mayoría de los casos, la responsabilidad social de los desarrolladores turísticos todavía esta orientada a beneficios de sus empresas.

 

“BIEN COMÚN de la GENTE” se logra balanceando lo ECONÓMICO con lo SOCIAL y lo ECOLÓGICO.

Es tarea de TODOS, … no solamente de los gobiernos o de los desarrolladores turísticos.

La administración estatal de Antonio Echevarría García, también de las anteriores, así como las dos municipales de Jaime Cuevas fueron víctimas de la falacia, de que la inversión en desarrollos turísticos, la llegada de más turistas y el aumento del gasto de los turistas internacionales automáticamente aumentaría la CALIDAD DE VIDA de la población.

Para realizar Responsabilidad Social Empresarial (RSE) y para que el desarrollo turístico sea de verdad SOSTENIBLE, lo que se requiere es …

una macro- inversión inteligente en desarrollo social, cultural y económico, con educación para los pobladores en los pueblos aledaños a los proyectos turísticos, … especialmente dirigida a los jóvenes.

Hasta ahora ni el Gobierno de AMLO, ni los Gobiernos de NAYARIT, ni los Municipales de Bahía de Banderas, mucho menos los desarrolladores turísticos que operan en la región, están dispuestos a asumir esta RESPONSABILIDAD SOCIAL para sus proyectos.

En la mayoría de los casos, la responsabilidad social de los desarrolladores turísticos está orientada a beneficios de sus empresas.

Los jóvenes de Higuera Blanca todavía están en espera de la Escuela para Turismo que John McCarthy de FONATUR y Vicente Fox les prometió en 2005.

Son las ONG´s, especialmente en los poblados costeros, en gran parte financiadas por ciudadanos extranjeros, las que asumen la responsabilidad de la administración pública y de los desarrolladores turísticos: EDUCACIÓN, TRABAJO SOCIAL, hasta garantizar el derecho fundamental para SALUD, AGUA potable y ALIMENTACIÓN.

LA AGENDA AMBIENTAL.

 

Fue una señal de esperanza que una buena parte de l@s candidat@s para la presidencia municipal de Bahía de Banderas se dieron cuenta de la tarea gigantesca que les esperaba en caso de ser electos. No solamente identificaron las prioridades de su posible cargo, también compartieron las prioridades para su AGENDA AMBIENTAL (1).

El hecho de que la nueva alcaldesa del municipio no se molestó en participar en este ejercicio no necesariamente significa que no sea consciente de la necesidad de conciliar la ECONOMÍA con la ECOLOGÍA (2).

Veremos si el nuevo Gobernador de NAYARIT y la nueva alcaldesa del Municipio Bahía de Banderas, saben que CRECIMIENTO no significa DESARROLLO SOSTENIBLE (3).

Ojalá, ambos estén o van a ser convencidos de que para lograr el BIEN COMÚN en sus entidades se necesita interaccionar con TODOS los “stakeholders” (todas las partes interesadas y con poder en el asunto), incluyendo las Sociedad Civil de la región.

Los miembros del Colectivo Defensores Ambientales de la Bahía (Municipios de Cabo Corrientes y Puerto Vallarta, JALISCO y Bahía de Banderas, NAYARIT) están dispuestos de participar en esta tarea (4).

Las Playas de SAYULITA, Bahía de Banderas, RIVIERA NAYARIT pasaron de Pueblo Mágico “a la caca”.

Es obvio que SAYULITA nunca llenó los requisitos para calificarse como “PUEBLO MÁGICO”.

En SAYULITA hay dos plantas de tratamiento, una construida por la administración estatal de Ney González y la cual opera de manera regular una capacidad de hasta 20 litros por segundo. La segunda construida por la Comisión Estatal del Agua, con una tecnología de discos activados y que estuvo durante un buen tiempo sin operar. Estas plantas de tratamiento tienen fallas permanentes.

Esto da lugar a múltiples problemas, ya que en la temporada alta del turismo, los borbotones de aguas negras sin tratar brotan de las coladeras en las calles del pueblo. Con la consecuente contaminación, riesgos para la salud y fuertes olores, todo esto tiene como resultado un pésimo aspecto y un caos total en las vialidades de este pequeño pueblo costero.

 

Para resolver el problema de las aguas negras en Sayulita, CONAGUA instaló un emisor submarino.

El Emisor Submarino tira aguas semi-tratadas, grises y negras a 2 kilómetros dentro del mar, con un costo muy alto de mantenimiento.

      "No sé a quién se le ocurrió la grandísima idea de que mandar las aguas negras 2 kilómetros mar adentro por medio de un tubo submarino era la solución a los problemas de derrames y contaminación de Sayulita. Si a ojos vistos se derrama, no quiero pensar bajo el agua que pasará. No señores la solución no es esa, la solución es un mejor control de la sobrepoblación que afecta Sayulita, una buena administración del Consejo de Agua, métodos de tratamiento más modernos, mejor equipamiento, aplicación de los recursos donde realmente se necesiten, conciencia de los usuarios en el uso del drenaje sanitario. Esas son las soluciones: No un tubo que descargara mar adentro y que el día de mañana el mar nos regrese lo que le estamos dando ..."

Hay que recordar que en la zona convergen tres corrientes: Las dos principales son la Corriente de California (fría) que baja del norte y la Corriente de Costa Rica (caliente), que posteriormente se convierte en la Corriente Norecuatorial. En algunas épocas del año hay que considerar también el Corriente que baja del Mar de Cortés. Esta región en la costa del Pacífico se encuentre ubicada en el punto terminal de la Zona de Transición que separa la provincia subtropical de la ecuatorial en el Océano Pacifico del norte. Por lo tanto, el clima es sensible a las variaciones estacionales, y por ende las mareas y altas oleajes también lo son.

Las mismas olas que hacen atractivo SAYULITA para el Surf, representan un peligro para un emisor submarino.

 

Como se puede constatar, el emisor submarina es "make up" que en nada resuelve problemas de fondo de un pueblo de la RIVIERA NAYARIT, con pasos firmes hacia la decadencia:

    Falta de saneamiento profesional de aguas negras, grises y de mil colores,

    Falta de estacionamientos,

    Vialidades internas saturadas,

    Ningún ordenamiento urbanístico actualizado,

    Corrupción en Desarrollo Urbano,

    Ningún ordenamiento del comercio, con cientos de ambulantes, que en gran parte venden mercancía “Hecha en China”.

Para no hablar de la droga, de la prostitución y del ruido infernal que existe en casi todo el pueblo durante el día y hasta las 4 de la mañana, sin intervención alguna de las autoridades municipales.

TODO esto es la herencia de 10 administraciones públicas de Bahía de Banderas de PRI´istas reales o disfrazados.

Let’s talk about the elephant in the room: The toxic burning from the town landfill and the condemned municipal water well. Coastal Nayarit has a wonderful combination of beautiful scenery, friendly people and Pacific Ocean sunsets- truly it’s a slice of paradise!

Even with the global life-style changes due to the Covid pandemic, rampant new construction of hotels and bungalows continues in Los Ayala, Guayabitos and La Penita. In the 15 years that I have lived here fulltime the size and population of the community has doubled but the only services that appear to have kept pace with the expansion are the profit making companies TelMex Telephone and CFE electric company.

Hmmm, why haven’t the municipal services of sewer, water, waste management doubled their operation to keep up with increased usage?  One would think that the agency issuing building permits would be aware of the need to expand the infrastructure at the same pace.

 

Sadly, the situation has reached crisis level with the landfill spewing toxic smoke for the seventh day.  Until there is proof that government is working to relocate the landfill and replace the bacteria infected water, I’m going to complain. 

FACT:  in 2014 the Mexican health authorities condemned the well in Guayabitos. Yep, SEVEN years ago and all of us that live here are bathing in crappy brown water. I am tired of getting bacterial skin infections and having to replace plumbing because it clogs from the inside due to heavy metals and rust.

For seven years I have gone into the state water/waste management office (SIAPA) to nicely ask for an update on a new water source. For seven years I get zero information from the management of SIAPA: “Senora, it’s complicated, go home, we’ll fix it.” I have signed petitions to lend support to those who are trying to change this unacceptable situation.

Residents, such as dedicated environmental activists Cristobal Araujo and Juan Gonzalez of Jaltemba TV are spearheading response to the intolerable situation. I realize that government moves slowly but people are frustrated at the lack of solution. I have survived long-term exposure to the polluted water but now for the double health whammy: toxic air quality.

 

People come to Jaltemba Bay to enjoy the climate and sea breeze. But, I am writing this from inside my house with the windows closed because the filthy air coming due east of Guayabitos is producing so much smog it has obliterated the sun! I can’t sit in my yard or do anything outside because it’s an instant headache, my eyes water, and I start gasping for air. Yes, people are getting sick from toxic chemicals in the air. Just imagine the detrimental effects to area children that are being exposed during their formative years. Frightening. 

Jaltemba Bay already has an excessive amount of female cancers; you can’t tell me this ongoing pollution of tainted water, overflowing waste water treatment and the years of landfill burning aren’t a factor.

Cristobal Araujo reported that “the compacted garbage accumulated over 21 years has reached heights of 25-30 meters. It is estimated that there are around 700,000 CUBIC METERS OF COMPACTED GARBAGE from the entire coastline of the municipality of Compostela. According to GIRRSA data, Guayabitos alone has 100 tons (of trash) that are deposited per day when we are at 100% occupancy.” Since 2001, there have been six serious fires that last more than 1 week recorded: the last two were in 2019 and the current one that started last Friday, 11 June, 2021.    

No more excuses from those that are responsible for operating these vital services. Government money was appropriated for the new water well in 2015- where is the clean water? There was a showy media event 2016 when the new landfill was approved- why isn’t it operational? I’m begging the owners of the area businesses to demand action before it becomes necessary to post warning signs for visitors.

 

Landfill management will always be a significant issue for communities that don’t embrace recycling, reuse, and reduce waste strategies. By incorporating recycling systems for plastics, metal, paper, electronics waste, and glass, municipalities can significantly reduce landfill waste. Reducing the demand for manufactured products also reduces the volume of waste and toxicity levels in landfills. That translates to avoiding wastage, rethinking our consumption needs, reusing products, and respecting the planet by living environmentally cautious lives.

Concerned individuals should contact Cristobal Araujo to learn more about the situation. You can support the Jaltemba Bay Environmental Surveillance Group who is working to resolve the pollution issues.

All of us who love Jaltemba Bay deserve a healthy environment. If something isn’t done immediately people will stop coming. Who wants to travel to a place where you can’t see the island because of the toxic smog? Clean water and clean air are basic rights to life. Clean water and clean air need to once again be part of Jaltemba Bay.

I have been there when the dump is burning, several times. It is horrible, especially in Guayabitos at night. The wind comes off the mountains so all the smoke blankets Guayabitos. You cant get away from the toxic fumes.

Thank you for writing this article. Thankyou. These issues have been frustrating me for years. I feel helpless, and I'm anxious about peoples' health. I think the hotel and restaurant owners have the most clout in these matters. Let's see them up their game!

Janet Chick McCarthy the hotels is where most of the garbage comes from. No recycling. Everything is plastic. Even when there was recycling there was 100 times more plastic going to the dump than getting recycled.

What a terrible and dangerous situation. How long will this fire burn - for weeks, for months? As a contractor for Environmental Protection BC my job was to study, review and educate residents about air quality in areas where burning garbage was common. I am very worried about coming back to Los Ayala next season. Or ever.

In 1991 I arrived to burning garbage and when I went home 4 months later, it was still burning. not only burning garbage, but at 5 am every morning a crop dusting plane flew over spraying DDT to kill the bugs.
