FONATUR (FONDO NACIONAL DE FOMENTO AL TURISMO), Mexico´s government institution
responsible for the development of (supposedly) sustainable tourism projects, just
launched a series of promotional videos to promote investment in their LARGE
SCALE TOURIST DEVELOPMENTS, called CIP´s (CENTROS INTEGRALMENTE PLANEADOS) (1).

The basic components of sustainable development
(economic, social and environmental) are in complete disequilibrium.

The Mexican government has prioritized the economic
component and has lost sight of the social and especially the environmental
obligations of responsible investments.
Investment in FONATUR´s projects does NOT translate into
increase in the well-being of the population or in social inclusion, nor does
it fight poverty in the region.
Neither do these projects protect the environment.
Investments in FONATUR´s large scale tourist centers
only profit the investors.
LARGE SCALE TOURIST DEVELOPMENTS are a mess, in
México, as well as most everywhere in the world.
Mexico needs to completely reinvent its business model
for tourism. The way Mexico operates its´ tourism business does not stand a
serious analysis of sustainability.
It is unethical because dominant segments benefit at
the expense of others. It uses our social capital without assuming a
corresponding liability. It exploits our forests, our beaches, our mangroves,
our water and many more of our natural resources for the benefit of a few. Dominant
segments, such as real estate developers, benefit at the expense of others.
They profit from the communities´ natural resources.
As for the basic components of sustainable development
(economic, social and environmental) they are completely out of balance.
They have prioritized the economic component and have
lost sight of the social and especially the environmental.

The 10 errors of the obsolete formula of Tourism
Development projects in Mexico:
1. The local population is not involved in planning,
construction or operation.
2. SUSTAINABILITY only exists on paper. The basic
components of sustainable development (economic, social and environmental) are
in complete disequilibrium. The economic interests of real estate developers
have been privileged. The social and especially the environmental component
(greenwash) have been lost sight of.
3. Destinations are selected for their
"attractiveness to tourists" (intact nature). Many times a diagnosis
of the economic, social and cultural situation of the receiving populations
does not exist (or is not taken into account). It refuses to accept real
limitations, such as lack of water or limited availability.
4. The promises of employment for the locals are not
fulfilled. Investors bring cheap labor from precarious states of the Republic.
They house their workers in infra-human conditions in "concentration
camps" in the villages close to the development. That leads to an
accelerated population growth (migration), without planning.
5. Drug, prostitution and the destruction of the
social fabric arrive. It generates social conflicts and structural disorders in
the areas where the projects are located.
6. Many of the jobs promised for the operation of the
projects are not actually generated. Those that are mostly generated are
temporary, so as not to accumulate seniority, they are also poorly paid.
7. There is NO real commitment to education and
training of the local population. Promises for the training of young people in
the region and the creation of business incubators are not fulfilled.
8. Location of projects in areas of little or no
infrastructure around the projects. The creation of all the infrastructure
around the projects, "is charged" to the municipal and state
administrations. These almost never have the right budgets.
9. Infrastructure is created only inside, often of
poor quality.
10. The violation of the Municipal Urban Development
Plans is often induced (the permitted density and / or construction height is
increased) with the promises of "social benefit works". It promotes
corruption. Many times the promises of works that are supposed to benefit the local
population are not kept.
IN SUMMARY:
Investment in FONATUR projects does not translate into an increase in the well-being of the population, nor in social inclusion, nor in the fight against poverty in the region, nor in the protection of the environment

Los 10 errores de la fórmula obsoleta de proyectos de Desarrollo Turístico en MÉXICO:
1. NO se involucra a la población local en la planeación, ni en la construcción, ni en la operación.
2. La SUSTENTABILIDAD solamente existe en el papel. Los componentes básicos del desarrollo sustentable (económico, social y ambiental) están en completo desequilibro. Se han privilegiado los intereses económicos de desarrolladores inmobiliarios. Se han perdido de vista el componente social y sobre todo el ambiental (greenwash).
3. Los destinos son seleccionados por su “atractividad para el turista” (naturaleza intacta). Muchas veces no existe (o no se toma en cuenta) un diagnóstico de la situación económica, social y cultural de las poblaciones receptoras. Se niega aceptar limitaciones reales, como la falta de agua o su disponibilidad limitada.
4. Las promesas de empleo para los lugareños no se cumplen. Los inversionistas traen mano de obra barata de estados precarios de la República. Albergan a sus trabajadores en condiciones infra-humanas en “campos de concentración” en los poblados cercanos al desarrollo. Eso lleva a un crecimiento poblacional acelerado (migración), sin planeación.
5. Llega la droga, la prostitución y la destrucción del tejido social. Genera conflictos sociales y desórdenes estructurales en las zonas donde se ubican los proyectos.
6. Muchos de los empleos prometidos para la operación de los proyectos en realidad no son generados. Los que se generan en su mayoría son temporales, para no acumular antigüedad, también son mal pagados.
7. NO hay un verdadero compromiso para una educación y capacitación de la población local. Promesas para la capacitación de los jóvenes de la región y la creación de incubadoras de negocio no se cumplen.
8. Ubicación de los proyectos en zonas de escasa o nula infraestructura alrededor de los proyectos. La creación de toda la infraestructura alrededor de los proyectos, “se carga” a las administraciones municipales y estatales. Estas casi nunca tienen los presupuestos adecuados.
9. La infraestructura se crea solo al interior, muchas veces de mala calidad.
10. Frecuentemente se induce la violación de los Planes Municipales de Desarrollo Urbano (se aumenta la densidad y/o la altura de construcción permitidas) con la promesas de “obras de beneficio social”. Propicia la corrupción. Muchas veces las promesas de las obras en beneficio de la población local no se cumplen.
EN RESUMEN: La inversión en proyectos de FONATUR no se traduce en aumento del bienestar de la población, ni en la inclusión social, ni en el combate a la pobreza de la región, ni en la protección del medio ambiente (2) (3) (4).
